TAGGR is a public commentary layer for the web. People can explicitly create an independent public discussion room for a public URL, including articles, product pages, public statements, videos, blogs, and pages where the original site has disabled or removed comments.

## What TAGGR Does

- Lets people explicitly create public rooms attached to URLs; opening a deep TAGGR link alone does not create a room.
- Lets people read and post independent context, criticism, corrections, warnings, praise, and replies.
- Offers media or drawing controls only when the server advertises a safe, scanned attachment capability.
- Does not edit the original page.
- Provides page previews, public comment threads, flags, moderation states, and bumping for renewed discussion.
- Supports anonymous public participation while preserving backend moderation records for abuse prevention.
